When searching for train tickets on IRCTC, you might notice that a train showing 'Regret/WL' suddenly shows confirmed seat availability at the time of chart preparation. This sudden availability is often due to the release of Emergency Quotas (EQ) and Headquarter Quotas (HQ). These quotas are reserved for government officials, VIPs, railway staff, and medical emergencies, and are only finalized shortly before departure.

What is the Emergency Quota (EQ)?

The Emergency Quota is a set number of berths allocated on almost all passenger trains. These seats do not go on general sale when the reservation window opens. Instead, they are held by the divisional railway managers and head offices. VIPs, ministers, defense personnel, and railway officers on official duty must submit written requisitions to the charting office to claim these seats. If no valid requisitions are received by the time the First Reservation Chart is prepared (10 hours before departure), these held berths are released to the general public, automatically clearing the top waitlisted tickets and transferring any remaining vacancies into the Current Booking pool.

The Emergency Quota (EQ) is explicitly intended for three categories of individuals who need to travel on short notice when no regular tickets are available:

  1. VIPs and High-Ranking Officials (HOR Holders):
    • Judiciary: Judges of the Supreme Court and High Courts.
    • Politicians: Union Ministers, Members of Parliament (MPs), and State Ministers.
    • Bureaucrats: Senior government officials, bureaucrats, and heads of public sectors.
    • Defense Personnel: High-ranking officers in the Indian Armed Forces traveling on duty or urgent leave.
  2. General Public with Genuine Medical Emergencies:
    • Critical Patients: Individuals who need to travel urgently to another city for specialized medical treatment or surgery.
    • Accompanying Attendants: Close relatives or attendants traveling with the patient.
  3. General Public with Severe Personal Emergencies:
    • Bereavement: Individuals traveling due to the sudden death of an immediate family member.
    • Job Interviews: Candidates traveling on short notice for government or critical employment interviews.
    • Legal Summons: Individuals required to attend court hearings at short notice.

Allocation and Prioritization Protocol

  • Protocol First: Official VIP travel is prioritized based on the government's Warrant of Precedence.
  • Discretionary Approval: For the general public, allocation is not guaranteed and depends entirely on the Chief Commercial Manager's (CCM) discretion and the availability of unallocated VIP berths.

How to Benefit from EQ Releases

Since EQ berths are released directly into the general database on a strict timeline, passengers can predict when these blocks of seats will appear. On premium trains, up to 10% of the total berths can be reserved under the EQ. If you are on a General Waiting List (GNWL) with a low position (e.g., WL 1 to WL 10), there is a high probability that the EQ release will clear your ticket. If you are booking a new ticket, being online at the exact minute the chart is prepared allows you to buy these newly released seats under the Current Booking quota.
